“Ideal weight” formulas were built for medication dosing, not aesthetics. They ignore body composition and frame size. Use BMI or body-fat percentage for a fuller picture.

None of them, really — they were designed in the 1960s–80s for clinical dose calculation (drug adjustment by lean mass), not to describe an ideal physique. Devine is most commonly cited in medicine. The average across formulas gives a reasonable midpoint.
For lifestyle purposes, BMI or waist-to-height ratio is more informative. IBW is useful mainly if a clinician needs a lean-mass estimate for anesthesia dosing or fluid balance.
They're linear in "inches over 60" (5 ft). Below that height they extrapolate poorly and can even go negative for very short people. Well outside the range they were developed for, treat the numbers with skepticism.
