Do cups mean the same thing everywhere?

No — this is a common cooking disaster. US cup = 240 ml. UK / Australian cup = 250 ml. Japanese cup = 200 ml. This tool uses US customary; check your recipe.

Why can't I convert cups to grams here?

Because it depends on what you're measuring — 1 cup of flour ≠ 1 cup of sugar ≠ 1 cup of water in grams. Ingredient-density-aware conversion is a whole different tool.
